NEW BPD DOCUMENT: Partnership Accountability Unpacking the concept

This paper unpacks the term accountability specifically with regard to partnerships. As a supplement to The Partnership Paperchase, the aim of this piece is not to be prescriptive but to promote a greater understanding of how different accountability mechanisms can be represented through more careful attention to partnership practices and documentation. COUNTRY-SPECIFIC ANALYSIS ON PRO-POOR REGULATION: Capacity Building for Regulators

In collaboration with GTZ and WBI, BPD has started practical research into how institutions that regulate water and sanitation provision can improve the service received by poor communities.  Based on four studies in Mozambique, Zambia, Kenya and Rwanda, the ultimate goal is to prepare a detailed action plan around specific aspects of pro-poor service delivery for each regulatory institution concerned.  Peer-to-peer exchange and common lessons from regulators own experience were discussed at a workshop held in Nairobi, Kenya in October. TRAINING UPDATE Enhancing Professional Practice: Programme for partnership practitioners in East Africa

In collaboration with the Water and Sanitation Program and The Partnering Initiative, BPD held a week-long partnership skills course for 35 partnership practitioners in Ethiopia, Kenya, Tanzania and Uganda.  The course was designed to maximise participant interaction using BPD analytical frameworks on water and sanitation (sanitation partnerships, regulatory partnerships, etc.) and partnership processes (designing agreements, assessing incentives, etc.).  BPD is seeking funds to replicate the course in different regions.

   BPD'S AGM 05 & BOARD MEETING

BPD held its third AGM in Johannesburg in September 2005 in conjunction with its six monthly Board of Directors meeting. As well as administrative discussions, the AGM was an opportunity for presentations on the BPD research work on sanitation partnerships, recent BPD project support work and the impact of decentralisation on service delivery. Two existing Directors were re-elected to the Board and one new Director was elected to fulfil the role of Extra Director.

FORTHCOMING BPD DOCUMENTS

In the coming months BPD will also be publishing several new documents. Amongst these will be a series related to Sanitation Partnerships, published research on Partnership Enablers and Disablers and a new Business Plan for BPD for the next four years.

NETWORK NEWS: 2006 DEVELOPMENT MARKETPLACE GLOBAL COMPETITION

The World Bank's Development Marketplace (DM) Program, in collaboration with the Water and Sanitation Program (WSP) and the Energy Sector Management Assistance Programme (ESMAP), is requesting proposals for the 2006 Global Development Marketplace competition. DM expects to award a total of at least US$4 million to winning projects, with a maximum award size of US$200,000. The theme is "Innovations in Water, Sanitation, and Energy Services for Poor People. The objective of DM2006 is to recognize and support innovative and sustainable local-level solutions that address this theme and have credible potential for replication and scaling-up.
