Public-Private Partnerships for Water Supply and Sanitation

Tools for Building Better Partnerships

Approached by a consortia of Swiss organisations - Swiss Agency for Development and Cooperation, Swiss State Secretariat for Economic Affairs, and Swiss Re Centre for Global Dialogue – BPD was asked to gather feedback on the implementation of a suite of instruments developed through the consortia’s lead of a multi-stakeholder process.

The suite of tools includes four items:

  1. Self-Assessment Tool - Checking the State of Governance in a Utility (digital);
  2. Implementation Guidelines (paper and digital);
  3. Policy Principles (paper and digital); and
  4. Online searchable database (online and CD) – includes further materials on topics such as project phases of planning and renewal.

Suggesting practitioner and policy-relevant frameworks for public-private partnerships, the tools are relevant for partnerships involving combinations of civil society, public or private sectors; and partnerships within sectors such as public-public partnerships. Key themes include: accountability, customer focus, power-balances, shared incentives and poverty responsiveness.

BPD’s Role

Until early 2008, BPD’s intention is to broadly share and gather feedback for refining the tools by testing their application in different types of institutional arrangements and project settings; using the materials in BPD’s own training activities; and incorporating the materials into BPD’s own research and analysis.
