Summary |
This paper on Non-State Providers of water services in developing countries is one of a series of papers (on water services, sanitation, education and health services) that have been commissioned by DFID Policy Division in London.
This paper considers the following key issues:
- The scale, importance and comparative advantage of non state provider (NSP) activity in water services;
- The limitations and potential for expanding state purchase of services from NSPs;
- The limitations and potential for donors to directly support NSPs to deliver services to under-served groups;
- The limitations and potential for creating an enabling environment that facilitates NSPs to deliver services to the poor.

Summary |
This document is the final report of a pilot action that focused on six major African cities (Bobo Dioulasso in Burkina Faso, Cotonou in Benin, Dakar in Senegal, Dar Es Salam in Tanzania, Kampala in Uganda, and Nouakchott in Mauritania). It also draws on complementary data relating to Abidjan, Bamako, Conakry and Ouagadougou.
The study investigated mechanised emptying of on-site sanitation systems, which have seen a spectacular increase over the last few years.
Field study was undertaken by 7 teams of researchers originating in the countries concerned (two teams were mobilised for Nouakchott). Most of the relevant stakeholders (local authorities, NGOs, private operators, technical sanitation departments, etc.) were involved. Surveys were carried out both within households and amongst the operators. |

Summary |
This is the report of a pilot project in Bouaké, Côte d'Ivoire's second largest city. Its population was approximately 800,000 in 2003 and it has an average density of 100 inhabitants per hectare. 40% of the city's households reside in decrepit housing and Bouaké only has an embryonic sewage network (historically linked to one-off housing projects), which functions incompletely.
Over 95% of the inhabitants therefore resort to on-site sanitation, which gives rise to the major problem of how to remove and dispose of the sludge from septic tanks and pit latrines - the volume for which is estimated at over 35,000m³ per year. |

The principal objective of this study was to carryout a full assessment of the water and sanitation systems of the Greater Maputo area, and specifically its peri-urban areas.
To ensure a better water supply, the study proposed improvements in management, and proposed investment in standpipes and alternative water supply systems, as well as the establishment of an economic water loss reduction programme.
Of particular import, chapter 10 details the role of small-scale independent providers in the peri-urban areas of Maputo and their potential for development. |

This document summarises the key findings and conclusions of a literature review of small-scale private service providers of water supply and electricity (SPSPs), conducted over a six-month period in 2003.
It draws on more than 400 documents – including journals, articles, reports, case studies and project reports - which have been disaggregated and referenced in a publicly available database.
It defines key terms and proposes a common typology for classifying the different kinds of SPSPs according to two key parameters:
(i) relationship to source of water or electricity (whether dependent or independent), and
(ii) type of technology employed. Parallel categorization systems are developed for water and electricity. |

Summary |
This report consolidates the results of the ten city studies and seeks to answer the big questions about independent water and sanitation providers:
- How do they provide water service in areas where city water authorities and concessionaires hesitate to invest?
- How important are the services they supply?
- How do they finance their investments?
- What kinds of relationships do they have with local authorities and with large water producers?
- What are their main advantages, what obstacles do they face?
The overall picture that emerges from the study suggests that by recognizing and regularizing the activities, roles, and institutional position of independent providers, and by facilitating intermediation, coordination, and partnership between city-wide operators and independent providers, municipal and national authorities can set the stage for better delivery of water and sanitation services to the urban poor. |
