Developing Partnerships in Practice

BPD has developed the Developing Partnerships in Practice course for water and sanitation practitioners and policymakers. The objectives of the overall programme are to:

  • build awareness of available knowledge and resources about partnerships in water and sanitation;
  • build and develop practical partnering skills; and
  • support the application of skills and knowledge to current partnering challenges.

The programme includes a participatory training course and registration with and participation in a practitioners support network hosted by BPD.

So far, BPD has held the course 5 times in West, East and Southern Africa in English. The sixth course will be held in Zambia in June 2008.

BPD hopes to replicate the course in other regions later in 2008.

Course Outline

Run over four/five consecutive days, the course is organised around key partnership themes including, for example, who participates, how the partnership is structured, how to engage external stakeholders, and how to measure progress.  Each day includes some formal inputs (presentations, etc), though the main focus is around exercises to explore knowledge and skills and applications and reflections that apply knowledge and skills to real-life situations.  The course is designed around peer-to-peer learning.   

Tutors and Resource Persons

The programme is delivered and supported by a team of four tutors each of whom brings a wide range of experience and with backgrounds in partnerships, water & sanitation issues, and/or skills development training.

Niamey, Niger, 1-5 October 2007

In October 2007, BPD held the DPP course entirely in French for the first time for 25 participants from Bénin, Burkina Faso, Cameroon, Ivory Coast, Mali, Niger, Nigeria, Rwanda and Togo.  The week followed the structure and content of the Addis Ababa course. BPD worked closely with CREPA on the delivery of the course and was fortunate enough to involve French-speaking tutors from Burkina Faso and Madagascar.

Mangochi, Malawi, 5-8 June 2007

The DPP course in Malawi saw the largest participant group to date - with over 40 participants from Ethiopia, Kenya, Lesotho, Madagascar, Malawi, Mozambique, Tanzania, Zambia and Zimbabwe representing the public, private, civil society and donor sectors. The course was shorter than usual (3.5 days) yet there was still an opportunity to include new sessions on Partnership Structure and Governance and Designing a Partnership Policy. Since the course, the participants have been active in keeping in touch via email and reflecting back on the course.

Addis Ababa, 4-9 February 2007

The third course for East Africa was held in Addis Ababa from 4-9 February 2007.  This time there were 25 enthusiastic and engaged participants from Ethiopia, Kenya, Somaliland, Tanzania and Uganda.  Several new topics were introduced to the course, including; sessions on The Enabling Environment for Partnerships, the Policy Principles and Implementation Guidelines on Public-Private Partnerships and Status and Power in Partnerships.  The week provided a great opportunity for BPD to test out some new ideas and helped create networking and learning opportunities for participants.

Kampala, 7-12 May 2006

BPD delivered the second course for East African practitioners and policymakers in Kampala, Uganda (7-12 May 2006).  As with the original course held in Nairobi in May 2005, BPD is indebted to the 30 participants of the Kampala course for their enthusiastic engagement in the issues and design of the course.  Most importantly though, we would like to thank the participants for the very practical and helpful contributions to BPD’s thinking on a number of issues including in particular the challenging area of partnership evaluation.
